The sentence is a set of words that is complete in itself, typically containing a subject and predicate, conveying a statement, question, exclamation, or command, and consisting of a main clause and sometimes one or more subordinate clauses. According to Nyaya, a word signifies an object and a sentence is a collection of words.So, in order for a sentence to be intelligible in nature, the words of the sentence must fulfill the four conditions:AkankshaYogyataSannidhiTatparyaThe meaning of 'Akanksha' is that the words of a sentence are inter-related in nature and stand in need of one another in order to express a complete sense. For example, if someone says - "Man's book bed", then is not a sentence. 'Yogyata' means that the meaning derived from a sentence should be possible. For- "My hand burnt in a cold water" is not a sentence according to Nyayikas.'Sannidhi' means proximity or closeness. In other words, it means the words of the sentence must be spoken at close intervals and there should be no long pauses between the words. Tatparya is associated with the intention of the speaker of the sentence. In other words, if the words of the sentence are ambiguous in nature, then the meaning of the word should be understood in association with the intention of the speaker.Hence "Shakti" Is NOT a necessary condition for a sentence to be meaningful.
